[Augusta, Maine] — [January 23, 2026] — In August 2024, Crisis & Counseling Centers (C&C) discovered concerning financial discrepancies and immediately reported the matter to the Maine State Police, the Office of the Maine Attorney General, and the Maine Department of Health and Human Services (DHHS). From the outset, our organization has fully cooperated with the state’s investigation into these discrepancies.

This week’s indictment of Timothy D. Floyd, a long-serving Chief Financial Officer and, at the time of his separation, Co-Executive Director of Finance and Administration — on multiple counts of “forgery and felony theft” — affirms the gravity of the actions under investigation. While the legal process will determine the final outcome, we want to be unequivocal: Mr. Floyd’s alleged conduct does not reflect the values, mission, or integrity of Crisis & Counseling Centers or the dedicated staff who served the agency with compassion and professionalism for more than five decades.

From the moment these discrepancies were identified, C&C leadership acted decisively to safeguard the organization, maintain public trust, and protect access to care. We are especially grateful to DHHS for their immediate engagement and continued partnership throughout this period of uncertainty. Their steady collaboration helped ensure the best possible outcome for our former clients, our staff, and the community at large.

To prevent any disruption in services, C&C worked closely with legal counsel, state officials, DHHS, community partners, and our Board of Directors to allow transition of all programs and staff to Kennebec Behavioral Health (KBH), effective December 1, 2024. This transition was rooted in our unwavering commitment to clients and community. By coordinating with KBH—a trusted provider with a broad continuum of care—critical programs such as 24/7 crisis response, the GEAR Parent Network, and Intensive Outpatient Substance Use services were preserved and strengthened. Clients, families, and partners experienced no interruption in care.

We are proud of our team—past and present—who remained focused on their mission in the face of uncertainty. Their resilience and dedication ensured that individuals and families across Maine continued to receive the support they needed, when they needed it most.

We are also grateful to the Office of the Attorney General for its thorough investigation, and we will continue to support efforts to hold those responsible accountable.

While this news may be painful, we believe in transparency, responsibility, and forward momentum. The legacy of Crisis & Counseling Centers lives on through the dedicated professionals now serving at KBH and through a community that continues to believe in healing, hope, and recovery.
